Chief of Party, USAID Cambodia Advancing Youth Leadership

The Asia Foundation seeks an experienced chief of party (COP) for an anticipated Advancing Youth Leadership (AYL) project in Cambodia funded by the U.S. Agency for International Development. AYL will enhance the capacity and leadership of youth, including those from marginalized groups such as indigenous populations, ethnic minorities, and the LGBTQI+ community to fully participate in socio-political life, to address local development issues, and increase civic participation. AYL is expected to be a five-year project with a budget of approximately $10-15 million.

The successful candidate will be full-time and based in Phnom Penh, Cambodia, and will provide overall vision, leadership, and guidance for the program. The COP will supervise key project staff and implementing partners and ensure compliance with the Foundation’s ethical standards and procedures and policies and with USAID rules and regulations. The COP is expected to have a strategic vision, strong leadership qualities, and depth and breadth of technical expertise in youth civic participation, civil society strengthening, policy dialogue and advocacy, gender and social inclusion, local development, youth leadership development, and thinking and working politically/political economy analysis. The COP should also have the professional reputation, management experience, interpersonal skills, and written and oral communication skills to fulfill the diverse technical and managerial requirements of the role. The position is contingent upon donor approval and funding.
