Covid-19 is having a profound impact on cities across the world. Beyond the immediate public health impacts city authorities are grappling with economic slowdowns and restrictions on their own abilities to operate.

This second paper in a two-part series introduces the concept of resilience as a lens through which to view municipalities preparedness for financial shocks, drawing on the emerging lessons from Covid-19. It presents a simple two-step process to help municipalities build financial resilience and provides some practical recommendations on how Myanmar’s e-government reform agenda can support this.
