Philippines: Linking Alternative Learning System and Industry


In the Philippines, the traditional Alternative Learning System (ALS) was primarily focused on basic literacy, accreditation, and equivalency. The Department of Education saw the need to enhance the ALS program to best cater to out-of-school youth who are seeking employment. Using the successful industry linkage approach of Coalitions for Change in Senior High Schools, skills training was introduced to the program. With the ALS coordinators, the local government, and industries reaching out to the youth and even adults, the enhanced ALS provides relevant skills training for students to be more employable or make a livelihood.
